Love is just not a word. It is a commitment, sometimes for a lifetime, sometimes stronger than marriage when there is strong feelings involved. You shouldn't use it without understanding other person's feelings or where the person is emotionally. It could hurt the person who is saying it, also could hurt the person who is being said to.
